Abstract: AIM: The paper mainly aims to clarify the conceptual fundamentals of E-government using a Qualitative Approach. Also the paper aims to identify the Global trends in Egovernance Technologies and Innovative E-Governance Applications. METHODOLOGY: To achieve the aims of the research paper, mostly literature review and qualitative analysis is utilized to clarify the theoretical perspectives of E-Government. And toassess the Global Trends in E-Governance Technologies, Applications and Security, the various publications of Technology Companies, Technical forums and International Agencies like UN are utilized for identifying benchmark and innovative E-government applications, specifically. FINDINGS: E-Governance is broader in scope and is connected more on regulation and information control by citizens and Government, on the contrary the scope of E-government is narrow and deals with online delivery of services and information. The first stage is Presence followed by interaction, transaction and transformation amongst the various stages of E-Government evolution. Despite the primary web portals of the Governments, there are multiple channels of delivering E-Government Services namely, Smart phones, SMS mobile phone applications, Voice prompted interface and Social Media Applications.Specific Goals of making the Governmental processes to be user centric, accountability and transparency of operations, all-inclusive and networked approach of E-government phenomena is dynamic throughout the Globe by opportunities created by Cloud Computing and Web 2.0. In the domain of E-Government, ELearning Applications are a big success and in the case of EGovernance domain ERP Applications dominate as it is enabled by Cloud advantages of scalability, reliability, availability, flexibility and efficiency. To address the various security issues of E-Governance Technologies and software applications there is a wide array of frameworks including COBIT 5, ISO/IEC 38500 governance standardand ISO/IEC 27036. The paper also identifies some of the best and innovative E-Governance applications in the domains of Citizen participation, policy making, Disaster Management, Health, Urban Data (planning & monitoring), Waste Management, Education, etc.
